der hat sehr wahrscheinlich zu wenig Rechte (Organisations-Admins).

Nachdem die Rechte korrigiert bzw. angepasst wurden, öffnen wir die CMD mit administrativen Rechten und führen folgenden Befehl aus:

certutil -installdefaulttemplates
